UPDATE 18 December 2019
A referendum of local people was held on 2 December 2019. The referendum question was ‘Do you want Rugby Borough Council to use the Neighbourhood Plan for Willoughby to help it decide planning applications in the Neighbourhood area?’
The result was as follows:
Number of people who voted Yes: 169 (97.7%)
Number of people who voted No: 4 ( 2.3%)
Electorate: 337 Ballot Papers Issued: 173 Turnout: 51.3%
The high turnout and decisive Yes vote is particularly pleasing as so many people in the parish contributed to the plan. You can see the Referendum Result (3 December 2019) on the right under Key Documents.
Adoption by Rugby Borough Council
On 17 December 2019, Rugby Borough Council formally ‘made’ (adopted) the Willoughby Neighbourhood Plan as a part of the Rugby Local Development Plan. This means that our neighbourhood plan is a material consideration when deciding applications for planning permission within Willoughby Parish.

The work on creating the Neighbourhood Development Plan (NDP) is now complete, so this is our final update. We appreciate all the contributions that local people have made to improve the original NDP over the past two years and hope it will be effective in ensuring that the vision put forward is fulfilled. The vision is:

The attractive rural character of Willoughby village and the surrounding area will be retained and enhanced. Development will take place in a gradual, proportionate and sustainable way to primarily meet the needs of local people who live in or have a connection to the parish and to support local services and facilities.
