The examiner, Andrew Ashcroft, completed his report on the Neighbourhood
Development Plan (NDP) on 10 September 2019. He was very positive about the
plan and recommended a number of modifications to ensure that it met all the
necessary legal requirements (the Basic Conditions). He also recommended that the
NDP should go to a referendum of local people. The Examiner’s Report is on the

The Referendum - On Monday, 2 December 2019
Willoughby Parish Council and Rugby Borough Council (RBC) agreed the modifications recommended by the examiner and an updated plan has been produced - the Referendum Neighbourhood Development Plan (September 2019) . This final version of the plan is on the right under Key Documents.
On 7 October 2019, the RBC Cabinet gave their approval for the Neighbourhood Plan to go forward to a referendum which will be held on Monday, 2 December 2019. The referendum will ask local people whether or not you would like RBC to use the Willoughby NDP to help it decide planning applications in the neighbourhood area. The answer is just Yes or No. If a majority of those voting say Yes, then the NDP is ‘made’ (approved).
The Referendum - How To Vote
RBC has published an Information Statement For Voters which gives detailed information about the referendum and how you can take part in it. The Information Statement is on the right under Key Documents.
You can vote in one of three ways: (1) in person - at the Village Hall from 7am to 10pm (2) by post or (3) by proxy. The Information Statement gives more information about each of these three options.
You can vote if you are registered to vote in local elections and are 18 years of age or older on 2 December 2019. If you are not registered to vote, this needs to be done by 14 November 2019.
It is estimated that 337 people are eligible to vote in the referendum and we are hoping for a high turnout with a large YES vote so that the policies in the NDP have a high degree of credibility with Rugby planners when they are considering planning applications in Willoughby Parish.
